IMPORTANT! Please read and refer to these Troop 306 Advancement Guidelines:



1) If at all possible, we will schedule and hold a Tenderfoot-2nd Class-1st Class (T-2-1) Rank Sign-off Session on the wk prior to the troop mtg at which we hold Scoutmaster Conferences each quarter.



2) Sign-off on completed requirements – except scout spirit and community service – needs to be completed with an ASM prior to the Scoutmaster Conference.



3) On the nights for Sign-off and SM Conferences, merit badge conferences with troop counselors can be scheduled by adult leaders for groups of scouts finishing a MB, if the scouts are ready to have any requirements signed-off. A scout working on a badge individually must contact his counselor BEFORE the mtg date and PREARRANGE an individual Sign-off Session during the mtg. The call provides confirmation that the counselor is needed at the mtg, so he/she can plan to be there, if available.



4) A phone call from the scout to request/set up the MB Sign-off Session will also give the troop counselor an opportunity to review his/her sign-off preparation requirements with the scout, and allow the scout to Be Prepared.



5) The final Sign-off Session with a troop MB counselor does NOT have to take place at the troop mtg set aside for this purpose, but it must be completed PRIOR TO BOR night. A scout can always call any MB counselor and request a special mtg to work on or sign off MB requirements, but there is no guarantee of accommodation at the last minute.



6) The Scoutmaster Conference should take place at the troop mtg set aside for this purpose, except in the case of illness or unavoidable conflict. In either case, the scout can call the SM and request a conference at another time, but it must be completed PRIOR TO BOR night. In the case of a known conflict, the special conference should be scheduled with the SM before the regular troop mtg set aside for Scoutmaster Conferences. There is no guarantee of accommodation at the last minute.



7) Scouts must be in appropriate Class A uniform to be granted a Scoutmaster Conference or BOR. Scouts going up for MBs should bring with them the CURRENT MB pamphlet.



8) A scout must be current with his dues prior to being granted a BOR. Dues are used to buy rank and merit badge patches, and are payable for each scheduled troop mtg whether attended or not. It is the responsibility of each scout to keep his dues current with the troop Scribe, and to ask if he is in arrears. The Scribe will post a notice of scouts in arrears in their dues on the night of the Sign-off Session (or at least 2 wks prior to BOR). On the night of BOR, the Scribe will post a notice of scouts eligible, and present a copy to the BOR Chairman and Advancement Committee Chairman.



9) We schedule Summer Quarter BOR over 2 troop meetings so as to provide adequate time to accommodate every scout who has earned MBs at summer camp. The 1st BOR session will be early in the new scout year, in August, so the BOR can catch any problems with camp record keeping and camp MB sign-off in time for scouts to complete missing requirements prior to the 2nd BOR session. Scouts should try to complete MBs worked on at camp in time to receive them at Summer Quarter COH in September.



10) We ask that parents please keep in mind that one of the reasons we devote 4 mtgs per quarter (16 each yr) to the advancement PROCESS is to make sure that scouts who aren’t quite finished with rank or MB requirements one quarter don’t have to wait very long before the next opportunity comes around. Thus, there is usually no compelling reason why scouts unable to meet the advancement deadlines published in advance on the troop calendar should ask for or be granted an exception, which if granted to one must be offered to all.

Our goal is to run an accommodating yet disciplined and predictable advancement program, and in so doing help scouts master self-organization, self-discipline and personal responsibility. Thank you for supporting us in this endeavor, and for explaining to your scout how granting exceptions in the absence of extenuating circumstances constitutes unequal and thus unfair treatment, that disrupts advancement for all.
